I am just trying to get into this subject. Although the edition is from 2018, the authors have been working on this subject for a long time. It is very helpful to get insight.

This is a very readable and still rigorous description of reinforcement learning. The author really tries to make his work approachable by readers, even if not familiar with these concepts.
